Alberta Offset System - Guidance Documents
Alberta Environment consistenly provides updates to the guidance documents for the Alberta Offset System. This guidance is essential and must be consulted to determine eligibility within the Alberta offset system, as well as provide detailed guidance for meeting all project development and verification criteria.
Please note the Offset Credit Verification Guidance Document (version 1, September 2007) is no longer available as a standalone document.
**Technical Guidance for Offset Project Developers v4.0 (February 2013)
The purpose of this document is to assist offset market participants (project developers)in implementing offset projects for use in the Alberta offset system where the intended final purchaser is a facility regulated under the Specified Gas Emitters Regulation (the Regulation).
**Technical Guidance for Greenhouse Gas Verification at
Reasonable Level Assurance V 1.0 (January
2013)
The purpose of this document is to assist verification companies
conducting reasonable assurance verifications of facility and offset project
greenhouse gas assertions under the Specified Gas Emitters Regulation. It may
also be used by facility reporters and offset project developers to prepare for
reasonable level of assurance verifications.
Technical Guidance for Offset Protocol Developers v1.0 (January 2011)
The purpose of this document is to assist offset market participants (protocol developers) wishing to develop quantification protocols for use in the Alberta offset system where the intended final purchaser of offset credits generated is a facility regulated under the Specified Gas Emitters Regulation (the Regulation). NOTE the protocol process is being reviewed and revised in 2013. Please contact C3 to discuss protocol developer opportunities and process.
Alberta Offset System - Templates
To assist Alberta Offset System stakeholders Alberta Environment has released a series of templates that provide minimum criteria for offset project reporting and verification reporting. Note: these templates are subject to updates and modifications based on learnings and feedback, please contact AEOR@C-3.ca for appropriate versions and Word format of the templates.
Offset project plan
This document provides a general guidance on minimum content requirements for an offset project plan being submitted to the Alberta Emissions Offset Registry. Project developers are required to have some familiarity with ISO 14064-2 principles outlined below and must be familiar with the Alberta offset system.
Offset project report
The offset project report differs from the offset project plan in that it is completed prior to verification and describes how the project performed over the reporting period. It describes how the project was implemented relative to the project plan, quantification protocol, and program requirements. It identifies any changes that occurred such as modifications in calculation procedures, data collection and/or record keeping procedures, emissions factors or other variables, weather anomalies, reversals that occurred, and any other changes that occurred during the reporting period.
Third party verification report
This document provides an example of minimum criteria needed for Greenhouse Gas verification reports being done for use in the Alberta offset system. While the format of the report may be adjusted to suite individual preferences, all areas identified in this template must be included in the final verification report issued by the verifier.

**1 This protocol is being revised to address regulatory additionality against the Renewable Fuel Standard. All changes to this protocol will apply effective April 1, 2011. It is anticipated that a draft protocol will be available for stakeholder review in summer 2011.
**2 Protocol is undergoing review to address known risks in the protocol. No new offset projects will be accepted under these protocols until the reviews are complete or the project has received written approval from Alberta Environment. Please contact Alberta Environment for additional guidance and more information.
**3 The Quantification Protocol for Tillage System Management (v1.3 February 2009) has been replaced with the Quantification Protocol for Conservation Cropping (March 2012) effective January 1, 2012 for offset credits generated in 2012 and forward. Opportunity to claim offset credits under the Quantification Protocol for Tillage System Management (February 2009) expired December 31, 2011 for vintage year 2002 to 2011 credits inclusively. Project developers bringing forward historic offset credits under this protocol have until September 30, 2012 to claim 2011 vintage credits. First Nations have until March 31, 2013 to claim historic tillage system management projects for vintage years 2002 to 2011.
