2011-2012 QUANTIFICATION PROTOCOL DEVELOPMENT
Alberta Environment and Water and C3 are currently working on revising the Alberta protocol development process to meet evolving system criteria and resources. Revisions to the Protocol Development Guidance Document will be released soon. Potential Protocol Developers wanting more information should contact C3 to discuss the process. C3 and Alberta Environment have elected to revise the format of the draft protocol stakeholder review meetings normally held in the Fall each year. Draft quantification protocols will continue to proceed through all review stages as the protocols meet system rules and criteria. Draft protocols must complete a technical, stakeholder, and public posting reviews. C3 and Alberta Environment and Water have determined that stakeholder reviews will be conducted through a webinar format to allow for a broader range of stakeholder participation. Protocol Description This protocol quantifies GHG emissions that are avoided by consumers who are connected to the Alberta electricity grid when all or part of their electricity supply is substituted by installing distributed micro-generation systems as defined in the Micro-generation Regulation.

Stakeholder Review Webinar. This webinar will be facilitated by C3 and will occur on Wednesday, February 15th from 9:00 am to 11:30 am (Mountain Standard Time).
Protocol Description This protocol will apply to projects involving the switching from conventional fossil fuels in mobile sources to less GHG-intensive fuels or electricity. 2011 Intent to Develop a Protocol Deadline for Submission Climate Change Central, on behalf of Alberta Environment requested Protocol Developers submit their Intent to Develop a Protocol on or before April 30th, 2011. The deadline was mandatory for any protocols to be considered for the 2011 Fall Stakeholder Review. The intent to develop an Alberta offset system quantification protocol is a screening tool used by Alberta Environment to assess the eligibility of a reduction opportunity within the Alberta Offset System. This document must be sufficiently complete and detailed to provide Alberta Environment with an overview of the proposed activity, assumptions, and emissions generation potential. It must provide a rational for why the protocol is needed, how it will result in emission reductions in Alberta, and how it meets additionality criteria, including being supplemental to regulations and business as usual activities. Climate Change Central facilitates the protocol development process on behalf of Alberta Environment. Climate Change Central maintains the Carbon Offset Solutions website including the public posting of all protocol development documentation and records of comments and questions. Alberta Environment is the regulator for the Alberta Offset System. Alberta Environment will review draft protocol documents to ensure policy coherence and approves protocols for use in the Alberta offset system.
